Dog barking

      I need some ideas on how to get the adult poms from barking outside at my neighbors.The neighbor two doors down from me will not tolerate barking, but as long as I stop them within 5 minutes time he won't file a complaint. The neighbor next door between my home and his has two and due to constant battles in court my neighbor had to debark their dogs. I panic whenever I hear Lexi and Snickie outside barking. I offer them a cookie (dried chicken jerky- dog treat called happy hips) and they both come in right away (85% of the time). Their barking is so LOUD! I had the windows open in the kitchen and got written up by the Animal control people due to that neighbors complaint- the dogs were inside the kitchen.
